So what is “dual use” research? Dual use research is research that while performed for beneficent purposes like advancing science or improving public health, could potentially be misused for malicious ends such as bioterrorism.

The term “dual use” has been used for many years in the military when referring to a device or technology that could be used in peacetime as well as in war. Nuclear power is a good example.
